In general, expect best results if you already have an existing website and want it improved. This way I have a better feel for what you need and can work better. That said, however, I can create a site from scratch. I can also skin some things for you. For example, if you want to install and customize MovableType on your site, I could do that. Or if you wanted a CMS like PHPNuke skinned, or if you wanted a forum application (like PHPbb) skinned, well, you get the idea.

Being just one person, I do have limitations. I simply do not have the resources or time to, say, write for you a whole, dynamic, PHP-based CMS for example. I can use an existing one and customize it for you, though. You understand. :)
